Ask Joe: Legality of new water meters

Question:
Carl wrote in to say the owner of his mobile home park in Carson City recently installed new water meters for each invidividual tenant.   Carl wants to know if this is legal?

Answer:
The mobile home park is made up of 8 units.  It is located at 2525 Sherman Lane in Carson City.
I checked with David Bruketta, the utility manager for Carson City.  He says yes, this is legal.
Bruketta says property or park owners are allowed to make modifications, including adding their own meters as long as it's on private property.  That's the key.
  So the regular city meter still registers how much water is going to the park.   The individual meters simply allow the park owner to account for how much water each tenant is using, and that is legal.
