I checked with Phil Ulibari at the Washoe County Health District about this.
He says the burn code program, which is the green, yellow and red advisory, does not apply to the entire county or the Lake Tahoe basin. It applies to residents in southern Washoe County from Washoe Valley up to Silver Knolls. The program boundaries are defined by zip codes and you can find out if your zip code is included by the going to the air quality website which is www.ourcleanair.com and you'll find a link on our site at www.mynews4.com.
