The facility is underpopulated because the authorities and CPS do whatever they can to keep kids out. Sometimes a day or two in lock up is all a kid needs to turn around but parents are forced to take their delinquent child home when the best thing for the child might be a few days to sit an think about where they are heading.

We as a community simply have to build up the incidences that lead to populating the Jan Evans facility; zero delinquency is intolerable. Who writes this stuff...?
