Maybe if the first student who claims to have been attacked (after another comes forward) had reported it, then the second student may not have been attacked? That would have given the police an extra three days to search for this sick individual. Too many people (women in particular) fail to report situations to the police, this only makes it worse for the rest of society. I hope the first girl feels the burden of her do nothingness and excepts some of the blame for the second girl being attacked.
