Ask Joe: Why is there construction near Keystone Canyon?

From the Ask Joe file one of our viewers has a question about some construction and new development in Reno.
Jim in Reno wrote in saying he has noticed a lot of earth moving construction activity near the south end of Keystone Canyon.  He wants to know what's going and will it impact access to the canyon ?

The area we're talking about it is near the intersection of Leadership Parkway and Victory Lane near North Mccarran Boulevard.
I checked with the city of Reno about this.  Bill Gall in the community development department says construction is getting underway on a new apartment complex there.  It will be 228 apartments.  Right now they're doing mass grading in that area.
Also senior planner Vern Kloos tells me part of the plan involves building new access trails leading to the forest service property to the north.
  Those details are still being ironed out but the city says the developer will be required to add more trail access so that the project does not make it more difficult to access those popular hiking trails.

note there is a flood control dam just below McCarran; wonder if new grading and paving will affect this drainage
