Placer County Sheriff's Deputy arrested for sex with a minor

PLACER COUNTY, Calif. ( & KRNV) -- Placer County Sheriff's Deputy Ken Skogen was arrested yesterday by investigators from the Placer County District Attorney's Office. Skogen was charged with four felony counts stemming from a 2011 relationship the deputy had with a 17 year-old victim who, at the time, was a volunteer with the Placer County Sheriff's Department, according to a press release sent by Placer County District Attorney R. Scott Owens.

The felony complaint filed against Skogen in the Placer County Superior Court alleges one count of unlawful sex with a minor in violation, one count of oral copulation with a minor in violation, one count of meeting with a minor for the purposes of having sex, and one count of communicating with a minor for the purposes of engaging in lewd or lascivious behavior.

The investigation took place after the Placer County Sheriff's Office received information from another Deputy that Skogen had allegedly been involved in an inappropriate relationship with the victim. Given that Deputy Skogen, the reporting Deputy, and the victim all worked at the Sheriff's Office at the time of the alleged offense, the Placer County Sheriff's Office requested that the District Attorney's Office conduct an investigation into allegations made against Skogen.

Skogen's bail was set at $100,000 which he posted. The investigation is still ongoing, but Skogen is scheduled for arraignment August 4, 2014 at 8:30 a.m. in Department 31 of the Placer County Superior Court.

This guy has already made bail. I bet his victim is scared right now knowing he's out. Why did the judge, who set his bail, not know the salary of a deputy? The judge should have known (and probably did) that with the deputy's salary he would be able to post bail. Why did the judge set it so low this perv (I don't care if he's a decorated deputy!)made bail the next day after his arrest?

"in violation" should be followed by "of CA PC #" and not just left hanging, OK?
