Ask Joe: Will new fees at UNR impact prepaid tuition program?

From the Ask Joe file one of our viewers has a question about some new fees that have been proposed at UNR.
Reno City Councilwoman Neoma Jardon wrote in asking how the new fees at UNR impact those students who are already enrolled in the Nevada Prepaid Tuition Pprogram ?

I checked with Jane Tors up at the university about this.
The proposed fitness fee would be $30 per semester as of 2016 to pay for new fitness facilities on campus.
All part of an effort Tors says, to promote health and wellness on campus.
But it will take a bigger chunk out of your bank account even if you are enrolled in the Prepaid Tuition Program which lets you lock in your tuition rate when you enroll.
  The fine print on the contract however points out the prepaid tution program does not cover fees or surcharges.   
    That means you will have to pay those fees on top of tuition.
  As a reminder the fee is simply a proposal at this point. The board of regents will vote on the issue in December.

Here's a follow-on question for Joe: If memory serves, 61 per cent of 20 per cent of the student body voted in favor of it, which I suppose is about 12 per cent of the student body being in favor. Does that number constitute a valid majority to bind the other 88 per cent of the student body?
