RENO, Nev. (AP) — Reno police have arrested a man on suspicion of attempted murder after finding his ex-girlfriend in an apartment parking lot with tape around her hands and legs.

Authorities say 25-year-old suspect Kupono Ke-a surrendered to police Sunday after negotiating with officers.

Police say they responded to Peckham Lane about noon Sunday on reports of a domestic disturbance. They say they found a female victim who told them she'd been held against her will by her ex-boyfriend.

Investigators say the suspect first tried to flee on foot and then barricaded himself inside the victim's apartment before police coaxed him out.

Police say the suspect had apparently strangled, battered, and held the victim captive for nearly three and a half hours before she escaped. Authorities believe he planned to kill her.
