School officials issue statement on code yellow lockdown

RENO, Nev. (KRNV & -- We have new information on the precautionary code yellow lockdown that happened yesterday afternoon at the Washoe County School District administrative building.

In a statement to News 4, district officials say the lockdown was in reaction a parent, Larry Dailey, causing a disturbance in the building.

The statement says, in part:

"Mr. Dailey proceeded to various areas of the district's administration building, badgering and intimidating various district staff. Mr. Dailey refused to leave the premises, causing school police to issue a code yellow to the administration building on 9th street."

News 4 spoke with Dailey after the incident and he said he was trying to follow district procedure to file an official complaint with school police.

In the WCSD statement Superintendent Pedro Martinez said "I am hopeful that Mr. Dailey will begin to provide the WCSD with defined, substantiated concerns so we can work together for a prompt resolution."

If the man didn't care about his child, none of this would have transpired. I admire him for standing up for what he believes is right, and speaking against what is wrong in the school district. If the staff and superintendent won't listen to reason, a concerned parent often feels they have no choice but to escalate to a position of intimidation. This parent is and has been doing things the right way, but he feels that he's been ignored. And his complaints do appear to back him up. He provides specifics, while the superintendent has so far been speaking in generalities.

I am shocked that Mr. Martinez sees the following atrocities "minor and procedural in nature and not related to any substantive services provided by the District to Mr. Dailey’s child:" — Failing, multiple times, to implement my disabled child’s Individualized Educational Programs. — Delaying parents’ access to needed records, multiple times (despite attorneys’ involvement). — Testing my disabled high school child with a test that was designed for sixth graders. — Failing to get parents’ permission prior to evaluations — Failing to report my disable child’s progress or regression so that the IEP team can make informed decisions — Failure to use tests for purposes for which they are valid and reliable — Failure to administer a test according to the provider’s instruction — Failure to provide assistive technology services — Failure to comply with provisions of FERPA Unlike the District, I can substantiate my claims. Here are some of State's case numbers , concerning my child: #WA120712, #WA120312, #WA022513, #WA032013, and #WA060413. They are available at All of those findings were sent to the office of the superintendent, so it seems awful that he would refer to them as minor. Also, please know that the District, contrary to its claims, never asked me to leave its building. The "lockdown" incident occurred when I sat in the School Police (not Superintendent's) lobby, as the police asked me to do. I can verify this.

In other words "Mr Daily tried to tell us what the problem is so we called the cops." The WCSD is just about the worst district in the country when it comes to special education, but rather than listening to parents and fixing it, they spend their time and money villifying the parents. If you want to know what the WCSD really thinks about special education students, just look at what they call their special education classes. "CLS or comprehensive life skills." We have actually had teachers ask us to provide a toothbrush, toothpaste, and a comb so that they could teach our son to brush his teeth and comb his hair (which he does at home just fine)! INSANE!

Not defending his district because I am well aware of its shortcomings; however, there are parents who like to throw their weight around and intimidate staff with unreasonable demands. This could well be one of these cases.

Gotta agree with fastd...the Superintendent is available to make a statement regarding the issue but is not available to meet or schedule a meeting with a concerned parent? Sounds like they are ducking Mr. Dailey and using the school police to discredit him in the media. What happened to the school district agreeing last time to do whatever it takes to make sure that the kids are educated properly? I guess that went out the window as well. Reminds me of the scene from "Beverly Hills Cop" where Eddie Murphy is thrown threw a plate glass window and then arrested for "disturbing the peace" because all the witnesses claimed he was causing a disturbance! What is/and why is the Washoe County School District trying to hide from this man? Makes me suspicious, but then Mr. Martinez did come from Las Vegas where he and his staff did the same exact thing!

I have no kids in school so I have no dog in this fight.I have read several of the articles about Mr.Dailey's dealing with the district and basically what ever it is that he wants to talk about,the Superintendent is fairly desperate to avoid.I think yesterdays incident was a deliberate attempt to discredit Mr.Daily.From Mr.Daily's statement yesterday he was trying to make an appointment to see the Superintendent and is being given the runaround.
