Sparks man arrested for indecent exposure is a repeat offender

SPARKS, Nev. (KRNV & MyNews4.com) -- A local man is behind bars after allegedly exposing himself to two 14-year-old girls Sunday afternoon, and he has a history of the crime. 

Robert Jones' most recent arrest happened near the 2300 block of Greenbrae Drive in Sparks.

Police say they arrested Jones for indecent exposure after he admitted to flashing children as they walked by his SUV.

"We are looking for additional offenses with this particular individual," said Sparks Police Commander Brian Miller. "So if there's folks that feel that the vehicle description or Mr. Jones looks familiar we'd like to know." 

Miller says jones is a tier two offender. Police say the state determines what tier a person is - and it's based on how likely they are to repeat their offense. Tier two is mid-level.

Jones' first arrest was back in 1988 in Glendale Galifornia. He's had five arrests since then, three for indecent exposure and two for open and gross lewdness which is more serious.

"Obviously all those charges indicate some sort of sexual motive," Miller said.
 
Miller said he's worried about where these crimes might lead. 

"One of our major concerns is is this behavior going to escalate," Miller said.
 
Miller said Jones has been hanging around Rita Cannan Elementary School. Cannan is closed this week, so News 4 called High Desert Montessori School, which is just a block away. Principal Tammie Stockton says they haven't had any complaints.

There are at least a dozen schools within a mile of Jones' home in Sparks.

Miller says parents should look online to see if there are sex offenders living nearby - then they can tell their kids which streets or blocks to avoid.

"It's always good to minimize exposure," Miller said.

If you've seen Jones or his red 1996 Chevy Blazer in a suspicious setting - or if you see anyone loitering near a school, a park, or any area with children present - you should call police or Secret Witness at 775-322-4900.

No surprise here. Parole & Probation has consistently done a piss poor job. They are over-worked with their case loads, and their budget is tight. This has been going on since the days of J.C. Lee Dugard and Creepy Phil.
