A local man is behind bars after allegedly exposing himself to two 14-year-old girls Sunday afternoon. He has a history of the crime. News 4's Ashley Cullins talked to police about what can be done to prevent a sex offender from striking again.

No surprise here. Parole & Probation has consistently done a piss poor job. They are over-worked with their case loads, and their budget is tight. This has been going on since the days of J.C. Lee Dugard and Creepy Phil.
