Caltrans flag dispute stalls veterans monument

ORCUTT, Calif. (AP) — Santa Barbara County supervisors want the stars and stripes to wave over a proposed veterans monument even though state officials say it would violate policy.

The dispute has stalled construction in the town of Orcutt for three years.

The Los Angeles Times  says the issue came up again last week as county supervisors wrote the California Department of Transportation, urging it to allow the flag.

The privately funded $60,000 monument would be built on Caltrans-owned land.

Spokesman Jim Shivers says Caltrans barred flags from state roads after losing a federal lawsuit in 2003. A court effectively said the agency must allow all flags and banners if it permits U.S. flags on public land.

Shivers says Caltrans hopes to solve the monument problem by transferring the property to the county.
