SACRAMENTO, Calif. (AP) — California's health insurance exchange has a backlog of 25,000 paper applications that must be processed by Dec. 23 for the applicants to get health insurance starting in the new year.

Roy Kennedy, a spokesman for Covered California, said Monday that all of the applications are from insurance agents who were unable to access the online portal in the first few days after the exchange opened on Oct. 1. He says the agency has added staff to help.

Still, the California Association of Health Underwriters says those workers are only entering basic information, and insurance agents are being asked to check the site several times a day for clients whose applications need to be entered.

Insurance companies also must bill the customers and receive payment by Jan. 1.

It took me around 25 minutes on the "Covered California" website to successfully sign up our family of three. I received an invoice on November 29th by mail from Covered California and Kaiser Permanente. I called Kaiser and paid with credit card our monthly premium for January 2014. I earn $44,300 per year income. Then, after deductions and other items our adjusted gross income becomes $28,000. (Found on Line 37 on 1040 Form "Adjusted Income") . Our new plan at Kaiser, starting January 1, 2014, will be $104 per month ("Enhanced Silver 92" plan with a zero deductible and a $3 copay). It used to be $1,159 a month with a $2,000 deductible and $30 copay. I could not afford that old plan. We earn $44,300 per year total income. After our deductions and other items our income is $28,000 ("AGI" Line 37 on 1040 Form)
