LOS ANGELES (AP) — Los Angeles city officials are preparing to debate a proposed ban on magazine clips that are used in high-capacity guns.

City News Service reports that a committee voted unanimously Friday to put the motion before the full council.

It is already illegal to manufacture, sell and transfer high-capacity ammunition magazines in California, and the proposed ban would also make ownership of the magazines illegal.

City attorneys will write the ordinance and present it to council in 10 days.

Josh Stepakoff testified about being a survivor of a 1999 shooting that injured four at the West Valley Jewish Community Center.

Stepakoff says he was six when a gunman fired a high-capacity weapon into the Center, noting he was the same age as children at Sandy Hook, but was lucky to survive.
