Ask Joe: Is AB 46 Only School Funding Option ?

Greta Jensen wrote in asking if there is any other way besides the school funding bill AB 46 which is currently before lawmakers to raise money for capital projects in the Washoe County School District ?

Greta I checked with Lindsey Anderson, the head of government affairs for the Washoe County School District.
  The simple answer is no, according to Anderson.
All of the school district's bonds expired as of November, so that means there will be no bond money for probably the next 6 to 8 years.
  Anderson says other school districts do have revenue options. For example Clark County gets a share of the property transfer tax.   But in Washoe County there is no funding set aside for capital projects, and keep in mind 60 % of the schools in washoe county are more than 30 years old.
  AB 46 would allow the school board to raise taxes generating about 20 million dollars a year for the school district.
That bill was heard by the Assembly Taxation Committee last month but has not been voted on yet.
  Supporters say they are counting on the legislation to pass and they say its critical because of the fact that there is no other funding out there for capital improvement projects in the school district.   We'll keep you updated as that bill moves through the legislature.

Why wasn't a Capital Funding Plan put in place as promised in the 2002 Bond? Why is the School Board bypassing the Voters of Washoe County? Why aren't other Counties in the State having the same degree of Capital Repair Funding? Why didn't the Board follow other options listed in the story? There are to many whys? The School Board needs to come clean, set a definitive reserve account for capital repairs for each and every school. It appears once the money is received it is spent with no reserve funds being set aside.
