I checked with Michael Moreno with the Regional Transportation Commission. He says the bridge, which is part of phase one of the project, provides for both flood and wildlife passage, meaning it will not impede the water flow.
They are also building what they call bio swales to treat runoff from the roadway. Basically that's a natural filtering system to keep pollutants out of the water.
R-T-C has also set-up an extensive program of planting the surrounding areas with native seed mixes to keep out noxious weeds.
Moreno says construction during phase one will not touch the water and is above the existing high water levels..
So a number of steps are being taken to protect the river and its inhabitants as construction moves ahead.
