SACRAMENTO, Calif. (AP) — A Sacramento County Grand Jury report slams the Herald Fire Protection District, outlining mismanagement of finances and personnel.

The Sacramento Bee says the report released Monday accuses fire officials of using an unauthorized bank account to conduct official business. It also says the fire chief is not managing district staff in accordance with state law.

In addition, the panel found that Fire Chief Chris McGranahan has at times viewed photos of "nude and scantily-clad women on his work computer" that were then emailed to another employee.

The panel calls for an audit of the district, which serves a rural area in southeast Sacramento County.

McGranahan was out of the office Monday and did not respond to phone calls and emails for comment. Calls also were not returned asking for comment from district board members.
