Memorial slated for CA Coast Guard Officer

LOS ANGELES (AP) — Homeland Security Secretary Janet Napolitano will attend a memorial for the Coast Guard petty officer who died after a boat collision while investigating suspected smuggling off the California coast

Napolitano will be joined Saturday afternoon by Coast Guard Commandant Robert Papp in honoring Senior Chief Petty Officer Terrell Horne.

The ceremony at Coast Guard Base Los Angeles-Long Beach won't be open to the public.

Horne, the executive petty officer of the Coast Guard cutter Halibut, was aboard a smaller boat deployed from the cutter to intercept another vessel running without lights early last Sunday.

Authorities say the boat rammed the Coast Guard boat, throwing Horne and another crewman into the ocean. A propeller struck Horne in the head.

Two Mexican nationals have been arrested and charged with killing Horne.
