BOSTON (AP) — The investigative arm of the state's gambling commission is recommending that MGM be found suitable to proceed with a bid for a casino in downtown Springfield, with certain conditions.

The commission's Bureau of Investigations and Enforcement said it did not find any factors that would disqualify MGM.

In a report issued Monday, the bureau urged the five-member panel to insist on several conditions before it issues a final finding of suitability.

If found suitable, the company would be clear to submit a final application for the sole western Massachusetts resort casino license. MGM would be the only applicant in the region.

The commission studied a number of issues during the months-long background check, including MGM's dealings in the Chinese territory of Macau.
